Bug Fix – API Respects skip_mail Parameter

Fixed an issue where the API ignored the skip_mail parameter and continued sending email notifications even when they were explicitly disabled.

The API now correctly respects the skip_mail setting, preventing email notifications from being sent when the parameter is enabled.
