Bug Fix – “Send Form” Contact Selector Limited by Viewer Contact Setting

Fixed an issue where the “Send Form” contact selector in Document Management only displayed contacts with Viewer Contact enabled.
This incorrectly restricted available contacts and prevented selecting valid recipients.

The selector now displays all relevant contacts, regardless of the Viewer Contact setting.
