Restrict Deletion of Documents Sent to the Notary

A new feature has been implemented to prevent users from deleting documents that have been sent to the notary.

Originally, the requirement included showing a warning notification indicating that the user must request the notary to reject the document instead.
After review, the behavior was improved — the Delete button is now hidden when the document is in the notary process, ensuring a clearer and safer user experience.

This change avoids confusion and maintains data integrity within the notarial workflow.
